Whenever a program in Windows 8 requires .NET Framework to be pre-installed, it tries to download from internet, the most funniest part is if you already have setup of any version of .NET Framework, to install that it even tries to download .NET Framework 3.5 from internet which is odd. It's bugging to install .NET Framework you must download
.NET Framework from internet. I was trying to look for any offline version of .NET Framework 3.5 for Windows 8 and ultimately succeed.
- 0x800f0906: “Windows couldn't connect to the Internet to download necessary files. Make sure that you're connected to the Internet, and click Retry to try again.”
- 0x800F081F: “The changes could not be completed. Please reboot your computer and try again.”
- Install .NET Framework before installing any other Language Pack for proper flow
- It works for apps created for version 2.0, 3.0 as well as 3.5
- Windows CardSpace is not available for version 3.5 on Windows 8
Use following script to install .NET Framework Offline in Windows 8 -
You need Windows 8 Disk or either Windows 8 ISO Image file (Any Edition)

Just Run above downloaded Script and follow on screen instructions and you are good to go.
